Obama nominated Garland, a candidate that didn't garner sufficient support from Republicans to advance to a full vote. If Obama wanted someone on the Court to replace Scalia, facing a Republican-controlled Senate, he should have consulted with them and picked someone that they'd be willing to confirm.

Edit: And that's not as silly as it sounds. Virtually no Republicans in the Senate believed Trump would win. If Obama had put up a very moderate Republican to replace Scalia, like someone in the mold of Kennedy, that person probably would have made it as a hedge against whatever crazy nom Hillary had in mind.

Because Republicans controlled the Senate. When the opposing party controls the Senate, you have to put someone up that they're willing to support. For the Scalia seat, a liberal judge (and yes, Garland is reliably liberal on every single issue of import to Dems) was simply untenable for the Republicans in the Senate.

Obama misjudged McConnell and Republican senators in thinking that Republicans would take Garland in the near term instead of risking a POTUS loss and having to live with Hillary's nominee. If Obama had picked someone more to the Republicans' liking but still moderate or liberal on stuff like abortion, it likely would have tilted the scales and caused the Republicans to give in--again, because a Trump win seemed so unthinkable at the time.

The most seats the Republicans can possibly lose in 2018 is 9, and most of those are states where that simply isn't going to happen. The 9 seats are in Alabama, Arizona, Mississippi, Nebraska, Nevada, Tennessee, Texas, Utah, and Wyoming, and losing more than 2 out of those would be a very bad result. More than 3 is almost unimaginable.

But, sure, say they lose all 9 and pick up zero of the **22** Dem seats up for election: the GOP is then left with 43 Senators, still quite healthily above the mere 34 necessary to block conviction and removal in an impeachment.
