Top schools alone graduate 2-3x as many people as they did seven years ago. Salaries are ballooning at the very high end because Stanford + MIT + CMU etc graduate 3x as many UGS as in 2010. That's only a small fraction of all the people getting CS degrees (to say nothing of the many, many more doing bootcamps and stuff that non-berkeley or UIUC state grads have to compete with on the medium-low end) and even all of them aren't being hired by FB, Google, Uber, etc.
Plus companies are finally realizing how much cheaper devs are outside the US and have really ramped up their international offices. Even western european salaries are literally half what the US is

They can certainly make 220k if they get other offers and know how to negotiate
Point being, you don't really have any idea what the average CS grad is doing or how hard these 200k jobs are to get. Amazon is definitely the easiest but their starting salary varies the most wildly (if you don't have another offer it will be hard to crack 120-130k)

Mind you these are the hardest jobs to get in the most expensive part of the country. If Apple hires make 130k starting out, just how many people do you think really come close to 200 of the entire cs population? And this is from a self-reported survey.
