The US and the military have a huge incentive to play up fears of NK. Thus it follows any GC bootlicking general will greatly overstate the risks.
Yes, NK's artillery is well fortified and well defended against counter artillery. However:
1) those guns are very old as are the stockpiles of ammo. Who knows how many misfires they would experience and half those shels would t even detonate 2) the troops and officers cannot be completely relied upon to pill the trigger knowing it would mean certain death for them and their entire family by a violent counteroffensive 3) counter artillery would be a mix of conventional, missle and bomb strikes combining overpressure, incendiary rounds and possibly even chemical agents to render all arty troops dead or incapacitat d 4) even assuming NK can reliably get some shots off, the ranges to hit most areas of Seoul are at the very far end of the range spectrum and will thus be highly susceptoble to wind and be wildly inaccurate.
