Depends on your level. For most amateurs, the answer is study the shit out of tactics. That should make up the vast majority of your training. There are a number of really good tactics books. Chesstempo is a good tactics site, but you also need to drill particular tactical themes into your head, and I find books are better for this. Learn essential endgame techniques (Sillman's endgame manual is all you need). Pick a few openings that suit your style and learn the ideas behind them.

The number of possible chess positions after White’s first ply move is 20 (16 pawn moves and 4 knight moves). There are 400 possible chess positions after two ply moves (first ply move for White followed by first ply move for Black). There are 5,362 possible positions (White’s second ply move) or 8,902 total positions after two ply moves each. There are 71,852 possible positions or 197,742 total positions after four moves. There are 809,896 possible positions or 4,897,256 total positions after 5 moves.There are 9,132,484 total positions after 6 moves. From move 7 the possible positions stabilize as chess lines end, even from move 2 some chess lines end. There are +-10,921,506 total possible positions after 7 moves.

they dont memorize permutations they memorize gambits. each potential response is only a potential response if there are several winning followup moves that may be made in succession. it's a lot like kung fu in that you memorize forms that you adapt to an evolving situation often necessitating you to switch forms midstream

Simply memorizing openings is of very limited value before say expert, perhaps candidate master level. At some point, very early, the game gets out of book. Unless you have strategic understanding and tactical skill, it is pointless to have a 1.0 (approx. pawn) advantage if you drop a piece two moves later or cut your own balls off with a weak color complex that allows your opponent a crushing attack.
