Centrist GOP Sens. Rob Portman of Ohio and Shelley Moore Capito of West Virginia were undecided on the so-called skinny repeal Wednesday. Another Republican from an expansion state, Sen. Dean Heller of Nevada indicated he would back it.

“We’ll see at the end of the day what’s in it, but overall I think I’d support it,” Heller said. He said slashing Obamacare’s Medicaid expansion or its growth rate should be a nonstarter.

It's a procedural vehicle to get the bill to committee so that the House and Senate work together to determine what will actually be in the final bill to be voted on. It's a punt. The skinny repeal only removes the mandate and the medical device tax but leaves the subsidies and the Medicaid expansion in place. The Senate would pass it to just get to committee. They don't want the House to actually pass it.

So, once the committee guts the skinny bill and adds a ton of shit (Medicaid cuts), the senate has to vote on the final version, right? Aren't they going to be right back to where they started?

"Aren't they going to be right back to where they started?"

Yes, it's a punt. But they can say that they are on their way to repeal. The sneaky thing that Paul Ryan and the uber-cons in the House can do is threaten passage of the skinny repeal if the Senators in committee don't give in to their demands. Passage of the skinny repeal could crush the private insurance markets (no mandate but still subsidies and pre-existing condition coverage).

But even if the senators on the committee go along with the house's demands, doesn't the bill still go to the full senate to vote? Would the committee be stocked with the holdout senators?

Yeah, the final bill would go to House and senate for another vote after committee. Not sure of who will be on committee. The House could just vote on skinny repeal immediately though and no other votes and no committee would be necessary.

Graham still a no. Some senators are afraid that if they pass it, Ryan and House will take it up and actually pass it. Senators are only ok with it if it gets them to conference where it'll have to be hammered out (basically a punt).

"Graham on skinny as law : "it would destroy the insurance markets and we would own the failure of Obamacare,”"

There's no reason for them to hold a conference on their own though without the Turtle. Johnson hates McConnell and was literally a last second Yes on the Motion to Proceed. We'll see what they say. I'm just hoping ACA lives to fight another day.

They'll vote yes for the skinny bill if they get an assurance from the house hat it will go to conference. The house will no doubt give them that assurance.

Your breathless coverage of this whole debacle has been pretty cringeworthy.

You're either trying to cynically save face after stupidly predicting easy passage, or you fundamentally don't understand the dynamics at play here.

This is like the fourth or fifth time the GOP has kicked the can down the road and promised to work out a solution later, which -- after this many iterations of the same hollow song and dance -- strongly suggests there really isn't much of anything that 50 senators and approx 217 members can agree on
