no, not unless you actually starve yourself to the point of danger. and if you do that, you'll fuck with your metabolism and all the weight will come back the minute you stop living in misery. that's faster than the rate that people lose weight at when they get a stomach procedure to curb their ability eat.
you could realistically lose close to 15 pounds of body weight in that time if you're really dedicated and rigorous with your diet but it won't be easy. you have 90 days and you need to excise roughly 105,000 calories from your normal intake in order to create a roughly 30 lbs. deficit. do the math. exercise won't help much so you need to figure out how you're going to cut roughly 1,100 calories every single day for three months. enjoy!
if you don't consume any alcohol, which should be your plan if you're trying to lose weight rapidly, you may get a 2-3 pound boost. same thing with heavily reducing sodium intake. you'll carry less water in your system which is a big deal for looking thinner.

stop eating breakfast completely - coffee is okay
eat healthy foods mainly vegetables
eat only 1000 calories per day
fast for one day at least once a week
walk a couple miles every day (very easy to do)

Very simple. As Jeromulus indicated... 1) Don't eat breakfast.
2) Eat lunch and dinner, within an 8 hour window, the same time everyday (such that you're fasting for a minimum of 16 hours everyday).
3) Do not eat dairy or processed carbohydrates. Most meals = meat/poultry/fish + vegetables + legumes/beans. Eat well (ideally you're buying and preparing your own food) and try to get under 1500 calories. Do not drink alcohol or any calories except for milk in coffee. No artificial sugars. Eat fruit everyday.
4) Work out everyday. Minimum 1 hour cardio (if you're starting from zero, begin with steady state cardio and then progress to HIIT) every single day. Strength training (e.g. Stronglifts +/- rigorous calisthenics routine) 3 times a week.
5) Drink ~gallon of water/day.
6) Sleep 8 hours a night.
If you do this, ideally sandwiching your workout between lunch and dinner, you will easily lose 3 or 4 pounds a week and "sculpt" your body at the same time, especially if you're skinny fat/pudgy/chubby/fat now. Tough at first but, for most young people, relatively easy to acclimate to.

Alternatively you can eat breakfast, eat mainly protein and workout twice a day. You'll lose considerable weight and look far better after having done so.
Fasting and not exercising is a recipe for being skinny fat, which can be uglier than straight up fat

1) get your hormones checked, your T is probably in the tank and your estrogen is probably through the roof which will make fat loss nearly impossible
2) go on a diet until you're at a BMI which is not life threatening
3) eat high protein + high carb OR high fat, either works but you can't eat high fat AND high carb
4) lift 4x a week, focus on pull-ups and front squats because they're very easy to learn due to being self-correcting
5) you should be able to recomp until you hit ~ 18% bf, from there decide whether to cut or to bulk, probably best to cut to about 12 and walk around at 15
6) walk daily, sprint after lifting

that could work, but boil the skinless breasts til they're cooked well so the fat flows to the top, white fish is an even better choice
pasta needs to be high fiber (whole wheat)
sauce needs to be zero fat
I eat high carb/high protein, you really can't fuck around with the fats though, no cheese or oil in the pasta/pasta sauce, also CR because you have enough bodyfat on you to survive getting nothing but EFAs and studies have consistently found more muscle retention with high carb v high fat
edit: to the extent you eat high glycemic carbs, time them around your workout; take it easy on fruit

Point 1 can't be overstated. If your testosterone is too low or estrogen is too high, you'll be wasting your time. There's a reason why women store more fat than men.
Story time: i used to be skinny fat and tried like crazy for years to get into shape. I'd take forever to recover from lifts and starving myself seemed to only cause muscle loss.
Before long I started having other issues. I had a fair amount of sex but what I kept telling myself was merely "whiskey dick" started to worsen. Decided enough was enough and got my testosterone checked - 400mg total testosterone.
My retarded doctor pointed to the testosterone range of 330-1000mg for healthy males and told me no treatment is needed. I just smiled and nodded since I already had 6 vials of pharma grade testosterone cyp and a bottle of arimidex sitting in my sock drawer.
That was 8 months ago. I've kept my testosterone at supraphysiological levels since then. Ive simultaneously lost weight and gained muscle at an astronomical pace. I still have to diet, run lift, but now I'm seeing results after seemingly every workout. I'm also always horny and fuck like a champion.
So get your hormones checked.
