Capital gains should be treated as regular income and lose the mortgage interest deduction, etc. Also having another bracket or two if above conditions were met to tax the wealthy (e.g 40% after 1mm/yr). All earnings should be treated similarly no matter how you maek it.
Tighter borders and tighter immigration policy as well.
