What's best for basic core business functionality (ERP/ERM) -tracking sales, lead gen, text call integration, simple geolocation for team out in field/sales and integrating with equipment or other software with simple APIs running (vendor software/services, equipment, etc) and then converted that information to a graphical UI/UX interface for end user (both admin and consumer facing)?
How much would i be expected to pay this person hourly or per project with what I'm told is a 3-4 month build at least?

So no point in getting an in house guy for this?
Would 30-40K be reasonable for an american or comparable and not some Ukrainian or Indian slurping palak paneer on his computer?
If I hire someone in house what is considered decent for starting pay? Assume outside of NYC/SF/CHI/SEA/LA/Denver horseshit

I'm almost positive there is a ton of free code to make a foundation with for the enterprise sales aside,
there are a lot of disparate pieces that need to be seamlessly glued together via programming
Tbqh I would be stealing what I can from vendors I have now or having this guy go in and see whats going on code wise and make our own version

Was thinking of hiring one on part time as a consultant to manage the dev with incentives and he would oversee/be point of contact for firm/agency that you mentioned
