"Harvard's GSAS tuition for first and second year graduate students is around 45K. Say you get a 30K stipend (maybe its more, but just for example).

Under current rules (which will change, but probably not in ways that meaningfully help these people), somebody with 75K taxable income living in Cambridge, MA and filing singly will have about 21K total tax liability!

So about a 70% effective tax rate on that 30K stipend. Good luck future grad students!"

Tuition can be based on residency status and religious status.

Why wouldn't it be a trivial matter to simply create a different tuition rate for certain grad programs or grad students?
