bush arrived at a very critical inflection point in US history. at point at which the country had a great amount of stored-up wealth, but was obviously heading toward potential trouble in the future with regard to its finances. one in which the demographics were workable, but heading toward a much more fractious composition according to the trendlines at the time.
bush himself argued during the 2000 campaign that he understood these things. his february 2001 budget prioritized the reduction of the $5.7 trillion national debt to $3.7 trillion over the next decade in order to manage these potential future liabilities. when he took control, the US was strong, but in a tenuous poise, and his fundamental job was to use the vast resources given to him and manage/invest them with sufficient wisdom to strengthen that poise.
he goddamn did the opposite. he doubled the debt, embroiled the nation in unpopular wars, allowed the demographics to worsen, allowed looters to hucksterize the economy, did nothing to control ANY of the long-term potential crises like healthcare spending increases or social security financing, and hurled the country headfirst off the ledge.
we have a great distance yet to fall, so the effects of his actions are not yet entirely manifest, but bush will very probably be remembered as the bumbling dope who poison-pilled the entire american empire and perhaps the country as a whole. he was given so much that it's really quite boggling how thoroughly he managed to squander our national inheritance in eight short years.

perhaps bush could be criticized as the worst president ever, as follows:
number one-he should have known better, when iraq exploded a nuclear bomb over israel in 2007, bush had kept his head in the sand, ignoring the refusal of iraq to let inspectors into his nuclear facilities.
number two-how stupid was bush to not bail out the banking industry? everyone knew they were too big to fail. he should have bailed them out and then taken steps to oversee the industry properly. instead, he let them fail and we still haven't recovered.
number three-how stupid was bush to continue to treat china as an enemy. they had no choice but to take aggressive steps in (name countries) and the fact that we are at the brink of war with a goliath like china is proof positive of bush's ineptitude. etc.
Number One was the Iraq war, $6 trillion in Iraq and Afghanistan, the wars still haven’t been won. Iraq is as big of a disaster as it’s ever been. It’s caused total chaos in the Middle East. And it was either he outright lied to the American people or he’s just totally incompetent and misread what the information was,” he charged.

He just walked away from it, didn’t come up with any solutions. The thing was a debacle. We still suffer from that today. “But the most important part of what he was destructive about is China. It was on his watch they really set in motion Most Favored Nation and getting into the WTO. I know the Clintons pushed that and tried to implement it, but Bush looked at China, the whole Bush administration said China is going to get wealthier, is becoming more democratic, and more free-market capitalist. That was a massive, massive mistake,” he said.
“China today is a competitor-slash-enemy, having economic warfare against us, of incalculable power. That started with the Bush administration. He is the single most destructive president in the history of the country, and I include James Buchanan in that. For him to come and attack President Trump is an absolute disgrace,” Bannon concluded

also, i'm not a fan of bailouts and didn't support them, but bush did them and in retrospect they worked out just fine.
my point was that had he not done the bailouts, he could have easily have been criticized when all hell broke loose and the economy went to hell.
