Poland and Lithuania were the highest, followed by Latvia, Hungary, Romania, and the USSR in some order. Obviously pre-WW1 the Russian Empire had by far the most Jews.
Austria also had a pretty high Jewish population pretty much entirely concentrated in Vienna.
