The Santa Clara County Coroner's Office identified the woman as Chuchu Ma of Mountain View, the Sunnyvale Department of Public Safety tweeted.
Officials from the county sheriff's office told Fox 2 KTVU it was not immediately clear if the woman's body was dumped into the bay or if her body floated to the bay from another location.
Department of Public Safety Captain Shawn Ahearn told Fox 2 that "The medical examiner and us and our detective units are actively working the investigation to see what there were. We don't know the circumstances of why the body was in the water."
Ma, according to KNTV, worked at Google as a software engineer. The company said: "Chu Chu was an excellent software engineer in our developer product team. We are devastated to learn of her passing and our deepest condolences are with her family and friends."
Investigators told Fox 2 that bicyclist Dan Coyle saw a body floating in a drainage canal in the bay around 10 a.m. on Thursday and alerted authorities.

Date: December 13th, 2017 11:04 PM Author: Flushed Aggressive Ticket Booth UPDATE: SPRING, TX — A woman whose body was discovered floating in San Francisco Bay last week, was a graduate of the University of Texas at Austin, and valedictorian for Klein Collins High School's class of 2012.
The nude body of Chuchu Ma, 23, was discovered by a bicyclist, who was riding along a the Bay Trail.
Ma, who began working for Google as a software engineer last year, was reported missing by her boyfriend, the same day her body was found, KGO-TV reported.
Subscribe Investigators said the boyfriend was visiting Ma from out of town, but declined to say anything further about his connection to the investigation.

Meanwhile, officials at Google expressed their shock and sadness of Ma's death.
"Chuchu was an excellent software engineer in our developer product team," a spokesperson for Google said. "We are devastated to learn of her passing, and our deepest condolences are with her family and friends."
Upon learning of Ma's untimely death, Klein ISD released a statement that expressed the district's condolences to the family, friends and classmates of Ma.
