Chaebong hyung, which roughly translates as "human garbage," is a label often assigned to Korean men who avoid service. Generally, such men are seen as low in status, unfit for romantic relationships and all but the most menial jobs. Some lawmakers believe that shame should be extended to the voting booth.

Park Soo-lin, a member of the National Assembly for the Liberty Korea Party, proposed the legislation in early 2017, amid rising tensions with North Korea. She hopes it will ensure the South Korean military is maximally prepared should war break out.

"Chaebong hyung are truly hideous creatures," Park told the Busan Ilbo. "No better than wild animals or child rapists."[1]

A previous law introduced by Park in 2015 would have punished "chaebong hyung" by having them deprived of citizenship and surrendered to North Korea, but the law was nullified by the Constitutional Court of Korea, which found the law unconstitutional.[2] North Korea itself warned that any such men handed over would be immediately shot, stating "cowards are enemies of the DPRK and of all the Korean people."[3][4]

The prospects for Park's watered-down law remain strong, though, as both her own party and the rival Democratic Party have endorsed stricter penalties on "chaebong hyung" in their party platforms. In a rare show of bipartisanship, President Moon Jae-in's government has proposed adopting Park's law in early 2018.[5]
