i don't if it's the best, it basically creates a chain of people that don't bring the same value to the country that the original visa holder did. you bring in one truly gifted programmer doesn't mean his 10 family members bring in any value. they may actually be an economic drain w/r/t social services, etc.

mind you, i don't think reducing someone strictly to the value they bring economically to a place is humane, but we need some measure to start with. and it would seem the capital that the original visa holder has would actually be better served in his or her place of origin. so not only do we possibly get a net negative financially, but we deprive the place of origin of capital that would have been sent and spent there.

From a pure cost/benefit perspective, it makes sense to consider how easy it would be to attract and retain talented immigrants if they are not allowed to bring any family members over.
