It's asking: can you still see the flag, and does the flag still wave? Until just after WW1, Americans traditionally would shout "YES!" after the anthem was sung, rather than clapping. It died out during the roaring 20s as a cynicism about pre-war traditions took hold among trendsetters and celebrities
