I think you're confusing "cardiovascular" with "aerobic"
Both anaerobic and aerobic exercise can be cardiovascular exercise.
HIIT is particularly well-suited to improving your VO2max, which is a key indicator of cardiovascular fitness.
The aerobicness of an exercise would relate to whether it's *pulmonary*, not *cardiovascular*.
