Most obvious answer is that the local custom isn't trying to dick people over on security deposits. The idea that landlords can ask to hold thousands of your dollars is a pretty coastal attitude. They're just nicer and more practical than your average NYC slumlord.

The more business related reason is that there may be administrative hassle with holding security deposits. Law may require it go in an interest bearing account, be held in a certain institution, etc.

Security deposit is more for damages in excess of normal wear and tear.
