It was a major industrial and commercial center, just like Detroit and St Louis were. Some serious old money then to pay for all the museums etc. Jones Day is still a proud “Cleveland firm”, even though it doesn’t do that much in Cleveland anymore.

The rust belt had (and has, to an extent) a lot of nice things. Buffalo, Pittsburgh, Cleveland, Detroit all have amazing houses and buildings. In the era before material taxes, the wealthy used their money to hel their communities (which included their employees) and places like the Cleveland Clinic and Rosewell Park (Buffalo) (Hopkins, Mayo the same) were founded early by donors and have continued on their reputation to this day.
