At the local level you're more likely to set policy by forming an activist group than you would be by being in elected office.
If you can get ten aligned citizens in the same room meeting with an elected official, you will get your local views enacted for most things.
It goes without saying that you will be most effective if you are well funded as well. Chambers of Commerce and Developers set the agenda generally.
