It's a skill. I remember reading some academic article about different negotiation styles based on culture. So, like Russians just like questioning/arguing over everything. In latAm, people refrain from saying no directly so you're more likely to hear "I don't know...it may not work." Japanese get offended if you send them a summary of the call (like they feel like you don't trust them).
