Guy with inside knowledge here. The problem isn't money - there is existing authority/funding for the border fence that CBP is repurposing to build intitial sections of the wall. The real problem is real estate. Feds are doing title searches on relevant properties and coming up with all kinds of bizarre horseshit, even on existing federal lands that have already been acquired for federal environmental projects. One real estate parcel has like 500 deeds associated with it that confer various rights to over 300 parties. And this is just for the intitial PILOT PROJECT wall sections, not the whole enchilada. There probably aren't enough real estate experts in America to make this work even if you put them all in a remote facility and had them work on it Manhattan project-style for 5 years. Only fix would be some type of eminent domain authority the likes of each we have never seen and which would come under intense judicial scrutiny.

Good question. I believe the fence is located on the actual border itself, which is considered federal land. The wall would have to be built further inland, and because it's a vastly more complicated undertaking it would require not only large parcels of privately owned property but also a fuckload of easements and various rights of way for construction and maintenance.

However I am not doing the legwork on this. This is all info I heard from a lawyer involved in ongoing discussions with the administration (who is a hardcore lib, so maybe he's a bit biased).

You could but under the existing procedures for ED it would be a herculean effort just to identify all the parties with an interest in the land. A lot of these lands were acquired by state and local governments through quitclaim deeds 100 years ago. Original owners and their successors in interest may or may not be there and their claims will have to be adjudicated.

The second that cranes start moving on the property anyone with any kind of interest in the land will move to get an injunction. Sorting through the property interests in the land and fighting said owners/interest holders etc would take a lot of time in the courts. Or the gov't could pay them a hefty sum to settle quickly. When the gov needs a person's property and wants it quickly, a lawyer specializing in condemnation law will advise the landowner to fight, even if the property is nothing more than a vacant parcel in the desert.
