It is safe to let a paper like Peace News be sold, because it is certain that ninety-five per cent of the population will never want to read it. The nation is bound together by an invisible chain. At any normal time the ruling class will rob, mismanage, sabotage, lead us into the muck; but let popular opinion really make itself heard, let them get a tug from below that they cannot avoid feeling, and it is difficult for them not to respond. The left-wing writers who denounce the whole of the ruling class as ‘pro-Fascist’ are grossly over-simplifying. Even among the inner clique of politicians who brought us to our present pass, it is doubtful whether there were any conscious traitors. The corruption that happens in England is seldom of that kind. Nearly always it is more in the nature of self-deception, of the right hand not knowing what the left hand doeth. And being unconscious, it is limited. One sees this at its most obvious in the English press. Is the English press honest or dishonest? At normal times it is deeply dishonest. All the papers that matter live off their advertisements, and the advertisers exercise an indirect censorship over news. Yet I do not suppose there is one paper in England that can be straightforwardly bribed with hard cash. In the France of the Third Republic all but a very few of the newspapers could notoriously be bought over the counter like so many pounds of cheese. Public life in England has never been openly scandalous. It has not reached the pitch of disintegration at which humbug can be dropped.

The UK has one of the largest totals CCTV cameras in the world. The British Security Industry Association (BSIA) estimates there are between 4-5.9 million cameras.

used to be, no longer is. you have to submit an application for a licence, which can be denied for pretty much any reason. the waiting period has gotten much much longer because police forces (excuse me, "services") cut the number of people trained to handle such applications, leading to a huge backlog. nowadays it can take many months for the approval to come, if it ever does.
applications must include a "valid reason" for wanting to own one. self-defence, or just the natural right of a grown-up to own whatever gizmo he wants for lawful purposes, are not considered valid reasons. wildlife control or sports shooting is a valid reason, but yes these tend to favour only farmers and/or the wealthy. police can also revoke the licence and confiscate the weapon at their discretion.

i feel like the massive concentration of population, culture, and money into the london region is a big part of this. england used to be much more regional in its day-to-day management of things. cities like birmingham and manchester were their own fiefdoms with their own practices independent of london. WWI and especially WWII led to the rise of a massive and permanent bureaucratic state tasked with arranging england for wartime survival and preparation.
but this wasn't enough to create today's situation - that took the shattering of local economies due to the postwar evisceration of manufacturing and trades like mining, most of which was located outside of london. if you watch english "social dramas" from the 70's/early-80's like boys from the blackstuff (set in liverpool), this is a repeated theme - local trades getting wrecked; people having to turn to government agencies or move out altogether to get by.
london gobbled up more and more capital and population, and its cultural norms came to be extended to the rest of england through the central bureaucratic state established during wartime. since london is an international entrepôt, one of the most important values is "not offending the guests" - ie, hate-speech regulations. this gets support from both the shitlib left but also from the purportive "right," since insulting the guests is bad for business.
