Also, I went to the mall last week with my mom. She parked in a handicapped spot but didn't realize that she took my dad's car and didn't have the placard.

When we came back out to the car, a the cop approached and politely informed us that we were in a handicapped spot. My mom, who is not visibly handicapped at all and can walk perfectly fine, verbally advised that she has a handicapped placard but forgot it in her other car. The cop accepted her explanation and told us to have a nice day.

The cops were wrong. The driver is black so instead of just getting a ticket or a warning, a group of cops surrounded him, wrestled him to the ground, tased him and placed him under arrest.

If they thought he might have a weapon, he should have been patted down immediately. They weren't afraid of anything for the first 8 minutes of the conversation. The guy said "No I have stuff in my hand" sure he could have left whatever it was in his pocket but there's also the risk that at night, taking your hand out of your pocket, a cop could claim he saw something in your hand that might be a gun and shoot. I think this is a reasonable fear given how the guy had been treated up until that point based on a parking violation.

This is a very unusual interaction. Why didn't the cop just take his license and registration and tell him to wait in his car like any other traffic stop? Cops were 100% wrong in my mind. They created the situation, didn't handle it well and escalated it into a confrontation, which is what cops should aim to avoid.
