Maybe I am missing something, but keeping people in custody costs money. At least when you catch and release them, they can watch after their own kids.
Also, the majority of these people are stuck in the borderlands anyway. It's not like they can take a bus to a big city or something because they don't have the papers to get past the highway checks.
