Most people have stopped caring because their team is out.
Have to wait 3-4 days after the excitement of the 2 back-to-back semifinal games, then you have the dumbass 3rd place game, and THEN the final.

The NCAA bball tournament is the same way. Each weekend gets less and less exciting.

For at least one World Cup, I think in the 80s, they actually had a second group stage before moving to knockout. I actually think that would be a good idea to go back to (especially if they want to add more teams) but I'm sure they won't do it.

The 1982 competition used a unique format. The first round was a round-robin group stage containing six groups of four teams each. Two points were awarded for a win and one for a draw, with goal difference used to separate teams equal on points. The top two teams in each group advanced. In the second round, the twelve remaining teams were split into four groups of three teams each, with the winner of each group progressing to the knockout semi-final stage.

I was thinking more about this yesterday as I caught maybe 15 minutes of the final.
I think you're right that the final is particularly anti-climactic. In addition, in a knockout tournament generally, but in weighty matches in a single-elimination tournament especially, the format is really problematic because issues are magnified 100-fold, such as an iffy penalty or a good player out because of yellow cards. Also, PKs become a real problem as well.
Over the course of a season in the EPL for example you expect those issues to even out, but in this format, and especially in an international event where corruption is almost a given, it's a real problem.
To dovetail with what we discussed earlier in the thread, I think my idea would be to have 3 rounds of group stages, with the last round having 4 teams that play each other team twice. That both keeps more teams in it and smooths over single-game issues.
If the event realllly wants a final, I suppose you could end with two groups of 4, with the winners playing a final and the runners up playing for 3rd.
