TI is definitely best low-roller blackjack on the strip.
Cromwell is all 3:2, but usually the lowest minimum is $15 (8 deck shoe) and $25 for double deck.
Also worth checking Bally's and Paris. I've seen $10 3:2 at both places, but be careful because they have 6:5 tables interspersed with the 3:2 tables.
