The fundamental issue, which practically no one will acknowledge because it's not in their interest to do so, was that the Obama Administration tried to label a terrorist attack on an American ambassador as something other than a terrorist attack for political purposes in the run up to a presidential election. To add insult to injury, they blamed it on a video produced by an American citizen.
The Republicans refusing to let it drop was payback for this decision. Obviously, there still would have been an investigation if Obama had simply acknowledged it was a terrorist attack from the drop, but it would have been a relatively straightforward affair.
