Why isn't the northern coast of France more densely populated?

I think maybe part of the real answer is that the Channel was historically hard as hell to navigate. Calais was the main trading port with the UK because it's closest to the other side. There wasn't a major economic demand for ports on the Channel coast outside of Calais which was the main conduit for trade with the UK.
