Real estate is essentially a stealth tax on incomes--it always amounts to 30-40% of household income, no matter what levers are driving that income up. Once women entered the workforce en masse, real estate costs increased accordingly to devour that same percentage but across two incomes rather than one. People have responded to the massive financial burden by succumbing to an arms race of education, career building and delayed family formation such that the "typical" relationship in tier-one cities is two highly-qualified thirty-year olds living together in a tiny one-bedroom apartment; a single-family home with children? an impossible fantasy.

And who collects the stealth tax? Some boomer who was lucky enough to buy a shitbox in a coastal city thirty years ago and now gets to sell his house and collect the net present value of 40% of TWO millenials' lifetime earnings. Or he collects it through rent. He didn't do anything to increase the value of his property except own it. This isn't a stock that went up in value because of smart management creating and selling value-added products. It's a hard asset that appreciates purely because of its function as a stealth tax.

This problem needs an innovative policy solution, but I'm not sure exactly what.

The problem is that politicians everywhere are garbage people who placate homeowners to win their votes. Most of the events that led to the trashing of the real estate market occurred before our generation could vote.

There should be a graduated capital gains tax on real estate cap gains and a graduated tax on rents specifically, independent of your other income. And there should possibly an age-adjustment... if you are young you get a tax rebate on a home purchase that is reduced for every year older you get.
