That part of the economy is 100% state owned, effectively demonetized, and still functions on War Communism. The Czar orders it built and it is built by his legions or willing serfs.

Money is just a signal for human and material capital. You can't demonetize an industry...you can easily calculate the cost of the program. Even if you pay only in bread and water you still can figure out the co$t$

Wrong. The major failing of Soviet socialism was no reliable unit of account because the entire system was effectively demonetized by non functional markets. Ruble values were arbitrary and meant nothing. Monetization requires markets. You can’t even convert Soviet NMP to GDP without basically guessing and pretending.

Your response above my comment suggests that not paying ca$h and just ordering people around magically increases amount of work that can be performed. Whatever metric you want to use to describe the cost of the phone m is fine. But Russia has a finite number of engineers and materials. How can they dedicate so much of their human and material capital to arms programs?

“How can they dedicate so much of their human and material capital to arms programs?”

The Czar orders it and it is done by way of central planning. There are 10 year, 5, year, 3 year and 1 year plans. In the naval arena there are even 25 year programs because it takes 25 years now to mature a mature combatant design even in the West.

The Soviet model has been reformed. Basic inputs like steel are free market sourced but that nonsense is trivial.

More likely that they don't have the materials and human capital to do this and the gear falls apart misfires etc etc

Keep telling yourself that. Commie kit is all built like a brick and reliable as fuck. During the Cold War they raced prototypes into series production too early because of actual threat of war and that yielded some hilarious disasters on both sides but over the past 25 years that hasn’t happened even once. Not one Pak-Fa has crashed for example. The Yasen SSN hasn’t melted a reactor yet. Etc....

Funny how Russia cant aford it's new tank.

https://taskandpurpose.com/russia-fancy-armata-tanks-broke/

unfortunately for the Russian armed forces, a sluggish economy hit by sanctions and massive corruption doesn’t appear to be able to produce the revolutionary tank in significant numbers.

http://www.thedrive.com/the-war-zone/22600/russia-cant-afford-its-new-t-14-armata-tanks-turns-to-updated-older-designs-instead

ore than three years after Russia’s T-14 Armata tank made its widely touted and much scrutinized public debut, the country has made it clear it has no plans at present to buy more than 100 of them. The design’s ballooning cost has forced the Kremlin to focus its efforts on upgrading its T-72, T-80, and T-90 tanks, instead.

Yankee nonsense. The type will enter series production in 2020. A pre serial batch of 100 has been ordered and mostly delivered. It will be used for red on blue testing and new manual writing. A new tank necessitates they rewrite all the books on everything. It is a long process to induct a complex platform like this. Once it enters service production will be around two battalion sets a year — about 68 tanks a year.

The T-14 was on display at this arms show. The example presented was a nice well used model from the testing batch showing a good bit of field use.

That’s not flame. The plan for this whole new gen of armor is series production from 2020-2022. Armata will hit series first. Boomerang second. Kurganets may be held up until 2022 due to issues retooling the factory which just came out of bankruptcy and has a problematic order book for BMP-3s, BTR-Ds and BMD-4s as is. Plus, Kurganets steps on the toes of the T-15 so there is less urgent need for the type.

It is. The factory also made civilian tractors and railway shit primarily for Ukraine. That business failed. Now they make killing machines exclusively.
