Does California have the worst state government in the country?

I am not only talking about the extortionate tax rates that reach up to 13.3% either. It is like the whole government is actively trying to make your life more difficult and expensive. We have a spare car that still has Texas tags that we had parked outside of our house that cops ticketed and had towed. This cost us $400+ dollars. My wife went to the DMV for license and to get plates and it was a nine hour affair. I take the toll road to work and it is nearly $8 one way and I see people getting pulled over for mild speeding violations every day on a road filled with steep declines.
The State and local governments busy themselves making insane regulations like mandating solar roofs on every new home, banning plastic straws in restaurants, and abolishing Columbus day. That is when they are not busy providing extra benefits to public employees, including pensions that amount to a $1 trillion unfunded liability.
I was just talking to a guy last night whose son quit working as a lawyer for a big firm in Irvine to get into software sales and move to Utah. Went from living in a 1,400 SF condo to a brand new 3,500 SF house with a mountain view in Utah. Every white person I meet wants to leave and move to Texas, Colorado, Utah, or some other state.

I live in a development that has ample street parking and I am paying a stiff Mello-Roos fee. The issue wasn't that it was parked on the street, the issue was the Texas tags. |

This was a spare car and my wife explained this to the officer and said we would get new plates right away. They said no, we can't have these out of state plates on a permanently parked car in a private development for one more day. |
