Well, it all comes from social mores that were a lot looser than what we have now. People have become really uptight, guarded, risk averse and just not very trustful in the past few decades. A whole constellation of (what are in hindsight related) behaviours have faded, like hitchhiking, haggling, door to door sales, etc. I think pool hustling is in that category. It's just not in the nature of the 21st century man to randomly start negotiating with strangers.
