I thought that representation was based on votes? And that anyone could vote for anyone else and be represented adequately.

Who "represents" you best in politics is entirely subjective and should have nothing to do with race or gender. They literally just think of it like "points" they're scoring. |

i actually think there is something to it that blacks better represent blacks and whites better represent whites, at least as a general matter.
