Most microwave ovens vary power by cycling on and off. For example, 50% power is a few seconds on and the same number of seconds off, repeated over and over. The defrost mode is like that except the ratio between the on-time and off-time changes. At the beginning of the defrost mode the on-time is short but gradually gets longer towards the end.

The reason for this gradually changing on-off pattern during the defrost mode is because microwaves are not easily absorbed in ice or frozen food compared to water or thawed food. If you try to defrost a solid piece of frozen food using the regular cooking mode, as soon as a small portion becomes thawed the microwave energy will heat that portion much more quickly. This "runaway heating" could easily cause overheating before the rest of the food thaws and ruin your meal. Using the defrost mode, microwaves are on for a short time, then during the off-time the absorbed energy is allowed to dissipate into the food to heat it more evenly. As the food becomes more and more thawed the microwave on-time can be longer without causing overheating.

as a non-pasted addendum, I'll note that lots of modern microwaves have "inverter" technology which actually lets them really lower the power when you low power mode, instead of just oscillating from 100% to 0% in some ratio. this improves heating outcomes in some situations dramatically
