We invest directly with a guy who does this. He has his own crew who also are minority partners so they have incentive to keep costs down and work quick. Around ~20% is the ROI in less than 12 months.

That particular elementary school might be in one of the pockets of Mexicans that inhabit RWC, which features the Costttco full of Mexican oriented products. The middle and the HS draw on larger areas so those might have higher ratios of those vs. Mex. The key stat really to look at is % of kids on subsidized lunches, that's probably the strongest indicator of what your kid is going to be around.
