It is a crapshoot.
My bonus was great this year (over 100% of target).
Wife's bonus was just ok because of internal company drama.
1/3 of last year's bonus sounds awful.

"Don't like your bonus? Work harder and improve the performance of the entire fund so you get a bigger one next year!"
Wtf, you have no ability to change the performance to a degree that it will matter. If you did, then you probably should start your own fund.
IRL, they are just blaming the victim. "It's your own fault! Performance was bad and that means YOUR performance was bad!"

Is your boss willing to make it up in other ways? My last gig constantly had bonuses slightly slashed and minimal annual salary bumps (like 5k), but my boss let me take all the vacation I wanted and I got to work remotely from Chicago. When I left to a new company and HR was asking why I never used any Paid Time Off, boss was a bro and was like email me how many days you have remaining. If it happens to match the maximum amount of days you can carry over into the next year that is fine. Got paid the maximum amount of accruable PTO.
Now at a place where historically, bonuses have been paid out 100%. But we'll see.
