South Philly doesn't have the nig menace as bad as north and west. As far as the northern side, anything just north of fairmount and spring garden looks good (brewerytown is rough but changing). Same with Fishtown/northern liberties, you will see pockets of Kensington start to change. Port Richmond is a little further north but stone white (Polish) which means a lot in Philly these days so that probably is a good investment. After that there is probably more opportunity in the far north east than in north philly, you hit a wall of absolute hellscape. As far as west philly, revamps around university city could look good, just don't go too far astray. Manayunk is perennially popular.
And then in general south philly, a lot of people don't think so but I see upside for Gray's Ferry. It has a WAYS to go, but now is a good time to get in I think. Gentrification is definitely pushing south so areas right south of Queen Village, Bella Vista, etc. As I said South Philly has always been more mixed and used to be stone Italian, it's not wall to wall nigs like the other parts of the city.

Renters will get kicked out. Owners will sell to cash in on rising prices. As neighborhoods get whiter, police presence becomes more intense. Same story as in any other gentrifying town.
Additionally, the Hispanic population of Philadelphia is booming and they tend to ethnically cleanse the blacks out of the neighborhoods they move into.
That said, some parts of Philadelphia are like Mogadishu-lite, and aren't changing any time soon if ever. Sometimes the difference is literally a block or two.
But never say never.
Edit: As far as the subway, it's a much smaller system than say, NYC or even Washington. The "subway" runs north south, and in many parts of the north and south, it's bad areas. No reason to use it. Center City (downtown) is very walkable. You could walk the entire thing in less than 30 minutes, probably, end to end. Downtown Philadelphia is probably the size of the Upper West side in Manhattan.
PATCO is a 24 hour system that connects Philadelphia to the NJ suburbs and then of course the Main Line connects the wealthy Main Line suburbs to downtown Philadelphia. There's also a NJ transit line that runs from Philadelphia to Atlantic City.
Those are all better and more useful than the subway.
