"San Francisco recently released the results of its 2019 point-in-time homeless census conducted in January, and the news appeared nothing less than disastrous, as SF’s homeless headcount increased by the hundreds despite the city’s seemingly ceaseless efforts to provide relief.
However, the San Francisco count alone does not provide the whole story. The 2019 homelessness spike in SF came amid a tide of similar baleful results across the Bay Area.
Five out of nine Bay Area Counties—i.e., all of those not located in the North Bay—saw their homeless counts spike during the same period, with each other county showing worse homelessness surges than SF:
To review, San Francisco’s report to the federal Department of Housing and Urban Development cited a count of 8,011 homeless persons, an increase of 6.8 percent from 7,499 in 2017. Note that the city’s own internal count is higher (at more than 9.700 persons) because SF uses a broader definition of who counts as homeless. Since that standard is unique to San Francisco, it’s hard to compare the figure with other counties. [Correction: The count submitted to HUD for 2017 count was 6,858, making for a 16.8 percent increase over two years. The 7,499 figure was the local count.]

San Mateo County’s homeless count spiked up to 1,512, more than 20 percent more than the 1,253 count from two years ago, and up from 1,483 in 2015.
Santa Clara County reported a count of 9,706 for 2019. In 2017, the count was 7,394, making for an increase of more than 31 percent. But in 2015, the homelessness estimate was 6,556. Note that although Santa Clara County has a higher homeless population than SF it also has about double the general population of SF County, at more than 1.9 million.
Alameda County’s figure came in at 8,022, up 42.5-plus percent from 2017’s figure of 5,629. On a slighter longer timeline, the increase is even worse, as this latest count is nearly double that of the 4,040 in 2015. Like Santa Clara County, Alameda has a larger homeless population but also more people in general, meaning that SF’s per capita homelessness rate remains the highest in the Bay Area.
Contra Costa County saw a similar surge, spiking up to 2,295. That’s 42.8 percent more than the previous count of 1,607, although that count was down significantly from 2,030 in 2015. Since Contra Costa County conducts its counts annually, we see from the 2018 report that almost all of that rise happened between 2017 and 2018 when the figure was 2,234."

It's pretty absurd out here. They've become part of my daily landscape? They paint the sidewalks black with their general filth and stench. Every time I walk by I'm disgusted and then think, someone should really help them. That someone is not me. The mayor tried to build a shelter but was immediately shut down my NIMBY activism.

So, I'm really curious about this and I have some questions for you.
Does anyone in SF question the liberal rule that's causing this? Is it so bad now that many people are considering leaving just due to the vagrancy issue? What is the city doing for homeless if not building shelters?
Have you personally considered moving due to QoL issues w/r/t this issue?

hard to say how many people question the liberal rule(s) causing this. in my experience, people very rarely outright attack the liberal rule(s), opting instead to argue that it's a complex problem exacerbated by rising housing costs and tight housing supply, with too much red tape to develop affordable housing.
I'll occasionally joke about beating them out of the Bay Area through draconian policy and abusive police force, or establishing a "camp" out in the Central Valley and forcibly shipping our worst out there, while providing them all humanitarian aid and necessities (healthcare, food, shelter) at a fraction of the cost. These suggestions are usually ignored and the discussion continues on with more emotional comments focusing on systemic and societal injustice.
A lot of people will leave but many more are pouring in due to all the job opportunities that can't be had elsewhere.
To address the homeless issue, the city has boosted budgets for shit cleanup, needle exchange programs, public bathrooms, temporary shelters (though I haven't seen this yet), and hired more police while increasing their salaries. I've heard cops in SF start at $98K, 80% higher than the national average. They've also mandated new RE developments have a certain number of affordable housing units.
I've moved to Oakland due to QoL issues but LOL. Oakland is the 7th most expensive city in the US and I pay $1900 for a 1 bed in a "transitioning" neighborhood. Last weekend, while walking around downtown, we saw 4 cars with their windows bashed in and broken glass all over the sidewalk. I mentioned Guiliani's broken windows policy and how, while controversial, cleaned up the city. That comment was met with deafening silencing from my libfriends.

Resident Rick Swinger said he understands the need, but he thinks it's the wrong location for the fountain near homes just three blocks from the beach.
"What it does is creates a camping environment, makes it easy for everybody to come here. World travelers come here for free camps because we're by the beach," he said.
Lorenzo lives on the street with his two dogs. He said he's happy about the fountain, because he doesn't have to bother neighboring businesses for water.

over the weekend, i was in SF and had to fill up my gas tank. went to a gas station in downtown. there were a few sketchy individuals loitering around. while i'm pumping my gas, i go looking for a window squeegee that they have and notice that all of them are missing. i give up and 10 seconds later some homeless dude holds up the squeegee and starts walking over to my car. I tell him I'm good and he is visibly pissed. dude stole the squeegee from the gas station and was laid out on the side waiting for people who need their windows washed. i saw some other dude runnign the same scheme for the other row which also has a squeegee.
i'm sure plenty of guilty conscience libs would gladly pay these guys to wash their windows but fuck that. i wash my own windows.

i won't set foot in the Bay Area without a hazmat suit and my SigSauer but last time i was up in SF i noticed most of these fuckers lounging about on the streets and in front of shops were whites in their 20s-40s.
You have your odd negro or beaner thrown in the mob but the crowd is largely tattooed up, dog-bearing whites. I presume groups with practice being poor may live in low means but don't end up in the street unlike some idiot millennial who gets strung out on whatever and lacks the 'skills' to be destitute.
