What they do is pretty straight forward - just think about their customers: law enforcement, federal agencies, intelligence, defense department - these places often don't have the top tier latest big data technologies / systems, nor the best people working with these systems / methods, mainly because large bureaucratic orgs are slow to adopt new technologies, and often for good reason because this shit changes so fast it would be too disruptive. Also they can't compete with tech / finance etc. in wage offers.
So Palantir just specializes in large data collection / processing / data science methods, and serves these types of orgs. There's a reason you don't see like Apple / Facebook / Amazon / Google etc. as typical customers, because for these companies that stuff is core to their product and business and they invest heavily in data technology / pipelines / analytics b/c it's a competitive advantage for them.
I think the smartest part of what Palantir has done I think I read some time ago - was that one of their services they provided was connecting data sources across law enforcement agencies and integrating it - e.g. FBI and CIA now share data with each other and it's integrated through Palantir, I think there were multiple examples of this and if so that's pretty crazy b/c now all those agencies now depend on this integration through Palantir and those are some pretty powerful organizations that have a vested interest in Palantir's success beyond just typical "they're a great vendor / business partner".
Their shadiness varies - they build some legit products like this system for military intelligence for IED prediction system in Afghanistan that helped Marines be alerted to potential danger areas. They build predictive policing systems for local law enforcement , fraud detection systems, cyber warfare products, case management system for ICE to track criminal records, etc.
Overall though it's pretty fucking crazy how many powerful organizations and agencies they have as customers, as a private company, I mean holy fuck - it's like NSA / FBI / dept of defense / dhs / marine corps / CDC / ICE / etc.
tl;dr - they do all the big data analytics for boomers in power who don't know how / can't hire / can't afford to keep up with that kind of rapidly changing tech as large bureaucratic orgs
