Traffic and housing cost aren't particularly bad for a major city, that's mostly LA's reputation rubbing off on SD. Also there aren't a ton of minorities compared to other cities either. More Hispanics and Asians but way less Blacks. It's not like LA where ~50% of ppl are Hispanic.
In a vacuum it's easily the best city in the US. |

Housing is noticeably cheaper than LA but everything else is pretty much as expensive - food, entertainment, etc. however there are a lot more "high end" options in LA and SF because there's a lot more people with deeper pockets there. Much less traffic and congestion than LA and it's a lot easier to plan ahead for it, but that's become worse over the last five years (but then again, so has LA). Good to great weather 300 days a year. Homeless problem is getting a lot worse too, but cannot hold a candle to how awful LA and SF are in that regard.
