Last week, the authorities of Hubei, the province in China at the center of the epidemic, revised their definition of what it means to be infected by the new coronavirus: On Thursday, they started including people who displayed symptoms associated with COVID-19 — coughing, a fever, difficulty breathing — even if those people hadn’t been tested or had tested negative for the virus. As a result, the number of new daily cases increased by a factor of nine overnight.

The experience outside of China shows that it's probably far more contagious than initially thought. In China you are only getting "tested" if you have a fever+pneumonia. The "new" diagnostic criteria is that any pneumonia not-otherwise-specified is presumptively coronavirus.

Outside of China the presentation in 90% of cases is subclinical. Mild fever and sore throat, no breathing problems. That would suggest that there are likely a million plus cases in China that have not been captured in the statistics.

Isn't this just to allow people to get actual treatment without a confirmed test result?

Some problems with availbility of the test, and some false negatives I thought ? Didn't the CDC have to re-ship a bunch of chemicals to fix its own fucked up tests?
