A lot of people are blaming Trump for the US having an explosion in cases compared to other countries, arguably because he's encouraging states to reopen "early" (many EU countries have reopened) and has openly attacked lockdowns and mask-wearing. But this argument rests on the notion that Americans by and large follow the example of the President - which is why there was so much bluster over making him wear a mask.

I think the biggest factor in whether a person ignores mask and lockdown rules is their level of individualism. Freedom of choice is something Americans, particularly conservatives, value very highly regardless of who is president. If anything, it's possible compliance would be even *lower* if Obama or Hillary were in charge and wearing masks - just look at how the Tea Party behaved in the 2010s. If a heartfelt speech from the President urging Americans to wear masks was all it took, Obama would have ended mass shootings years ago.

One (untrue) claim they harped on then was that Trump axed some pandemic response team in 2018. Turns out most were just reassigned. But if it had remained and even been expanded under a Dem president, would it have really moved the needle in numbers of cases or deaths? Doesn't seem like hiring staff would have done anything about Americans' individual decisions to disobey the lockdown and mask laws, or even the PPE shortage.
