Like everything else that local governments do, this is about graft. An artist has to be commissioned (they'll make more on that commission than they have in the last 5 years); then someone has to assemble the materials; then a construction crew has to place the statue. Then someone has to make a plaque.

Most statues in the US are not stood up by local governments. It’s public interest groups that fund these. That Lincoln one is Boston was paid for by ex-slaves. The government just allocates the space.
