Mostly correct. Kennedy was considered a safe pick after Bork (and then Douglas Ginsberg) went down in flames and nobody wanted another tough confirmation fight. Everybody suspected he might be a moderate and nobody pretended to know how he would vote on reversing Roe.
O'Connor was picked SPECIFICALLY because she was a woman in keeping with one of Reagan's campaign promises.
Reagan also famously promised to only appoint justices that would overturn Roe. That was the original "litmus test" for SCOTUS nominations, which George H.W. Bush and George W. Bush later disavowed. Nobody necessarily expected O'Connor to fulfill both criteria.
Both Souter and Thomas were stealth candidates. We got very lucky with one and very unlucky with the other.
