I mean no shit a delta winged single engine mig-21 or whatever is probably more maneuverable than the tomcat at slow speeds and has better thrist to weight ratio but it definitely did not have superior technology. The mig-29 didn’t exist yet at that point and the mig 25 was DEFINITELY not a dogfighter

You're comparing an aircraft built for carrier landings to a land based fighter. Of course the land based fighter is going to be more maneuverable. The F-14 had a heavier frame and required twin engines.
