You're talking about situations where the social contract has been violated. It is better to err on the side of enforcing order than to risk creeping chaos, which is how ghettos arise in the first place.

My contention is that the status quo is already way too far unbalanced towards the chaotic end, and the whole tendency is heading in that direction. It is insane people are pushing even further.
