china always has a certain level of riots and unrest. back in 2005 there were something like 80,000 'unpermitted demonstrations,' including some fairly destructive riots. the street-level code enforcers ('chengguan') get murdered and lynched sometimes. it's built into the system.
none of this indicates anything about the stability of the regime. this is something that modern westerners don't seem to understand. a corollary for the US would be something like foreigners noticing the disastrous murder rates in certain cities and concluding that the entire US government must be near collapse and has lost control. but no; it's part of the system. it's not an indicator of impending crisis.
