1. They screwed over a bunch so they left and never came back and future mercs got wind and stopped going; and
2. The casualty rate was extraordinary and a bunch of seasoned mercs were like fuck that, not going there.
In other words, I'm fairly certain they would hire mercs if they would be willing to go but I don't think many are anymore. |
