Ukraine already started to invest in those after the first attacks and with international aid they can buy a lot more. Ukraine isn't alone in this, they have the richest countries in the world on their side. |

And if those measures don't work and Ukraine decides to fight on anyway then the suffering of their people and Russia's cruelty will win them support among people in the West who possess a minimum of humanity. In fact, I expect that Russia held back from using these attacks during the winter because it was unclear whether Congress would approve aid and they didn't want Ukraine to appear sympathetic.
