The same reason why ChatGPT is so versatile after being trained on lots of data also makes visual-motor models versatile when trained at scale. The thing is that there is massive amounts of video available for learning visual models and frame prediction. There are also ways to create robotics simulations for learning behavioral policies in a simulation. Once the model has learned from that data, fine tuning it for robotics applications requires significantly less data since it already knows quite a lot.
